Profile picture gets uploaded sideways and there's no way to rotate it

Whenever I try to upload a profile picture, it ends up sideways.
The Rotate right button indicates that this is likely a known issue.
However, the button doesn’t seem to work: either nothing happens or the image is temporarily rotated but goes back to its previous position.
