Inconsistent state in locations in API (json data)

I have these:

"city": "Canggu",

"state": "Bali",

"country": "Indonesia",
…

and

"previous": {

"city": "Ubud, Bali",

"state": null,

"country": "Indonesia",

so for Ubud ‘Bali’ is a part of the city and state is null, but for Canggu it’s a state. Should we align these perhaps? Thanks.
